What are the steps to take to register as an agent?

To participate in OMIE’s markets, you must register as a market agent and have a structure of units. To do so, you must follow these steps:

  1. Become a market participant, which must be arranged with either the Spanish or the Portuguese market operator, as appropriate.
  2. Apply for registration on OMIE’s public website: (http://www.omie.es/inicio/informacion-de-agentes/como-hacerse-agente)
  3. This application will require the agent to send information that must be validated by different departments at OMIE.
  4. Depending on the type of agent, request the necessary structure of units. Once the entire process has been completed, the agent may bid on the market (provided they have applied for a bidding unit) from the date of registration of the bidding unit onward.
What is the relationship between bidding unit, schedule unit, physical unit, and a special system facility?

A schedule unit may be associated with no more than one bidding unit (BU). A physical unit (PU) may be associated with no more than one schedule unit (SU). In the case of special system units, a special system facility may be associated with no more than one physical unit (PU), though a PU may be associated with more than one special system facility.

A bidding unit (BU) can only have one schedule unit (SU) associated with it.

What is the procedure for making modifications?

All modifications are made through OMIE’s private website via the “Agent Information” menu. From this menu, physical and bidding units can be created and modified. Per the date they went into effect, they can be classified as follows:

  • Modifications for the first day of each month: Scheduling all of the changes that affect the association of special system facilities is done for that day in Spain.

 

  • All other modifications: These are changes that are made at the bidding unit, schedule unit and physical unit level which do not affect the associated special system facilities (purchase and ordinary system units are the most common ones). This sort of modification will be scheduled for any workday.

 

  • Changes of power: This sort of change may be received at any time and only needs to be accepted by OMIE. They are done by BU or PU, depending on the type of unit. An automatic message will be received whenever a change of this kind is submitted.

All modifications, except changes of power, must be made in a coordinated manner with the corresponding system operator.

How many digits can I use to designate a bidding or physical unit?

For the agent code, there is a maximum of 5 alphanumeric digits. For bidding or physical units, there is a maximum of 7 alphanumeric digits.

How do I withdraw a bidding or physical unit?

If a change of representative is needed, the previous representative does not need to do anything.

Retailers without representation must apply for the modification of a bidding unit by entering the withdrawal date specified by the Spanish or Portuguese System Operator, as appropriate. The withdrawal date will be the last day for which the unit wishes to purchase energy.

For all other representation units, the withdrawal must be done by submitting a request for modifying physical units by entering the withdrawal date specified by the Spanish or Portuguese System Operator, as appropriate. The withdrawal date will be the last day for which the unit wishes to purchase energy. If withdrawal of a physical unit entails withdrawal of a bidding unit, this will be done automatically by the market system operator.

How can I check my application status?

On the market system operator’s website, in the section: Agent Information > Applications > Search for applications – View.

This search can be filtered by agent or application number. Mark the "tick" box for completed applications to view applications that have been processed.

In turn, you can see pending tasks that need some action to be taken by the agent in the lower right-hand corner on the main page.

Spanish units

How do I register the retail unit of an unrepresented agent?

A bidding unit registration application must be submitted per the following instructions:

  • The bidding unit’s code must be the same as that of the schedule unit indicated by the Spanish System Operator, as appropriate.
  • The type of settlement must be by the holder.
  • The type of unit must be that of a retailer as appropriate.

It is not necessary to include an additional registration application for a physical unit.

How do I register a retail unit with representation?

In the first place, you must submit a registration application for a bidding unit per the following instructions:

  • The bidding unit’s code must end in -RMXX, in the case of bidding units for retailer representation, or -RCXX, in the case of bidding units for the representation, with XX being a counter, for example: 01, 02, 03, etc. The first three digits must identify the representing agent’s code.
  • The settlement type must be joint (when seeking settlement with the representative) or individual (when seeking settlement with the represented party). In the case of an individual settlement, each of the representative’s bidding units may only be associated with physical units belonging to the same represented party.
  • The type of unit must be representative of either retailers or direct consumers, as appropriate.
  • The associated agent must be the representative.
  • The maximum power of the bidding unit will be the sum of the power of the physical units that are grouped.

Once OMIE has validated the bidding unit’s code, a registration application for a physical unit must be submitted, per the following instructions:

  • The physical unit’s code must be reserved at the EIC office for the corresponding system operator.
  • The bearer must be the agent represented.
  • The type of fuel must be CCD (direct consumer purchases) or CCM (retail purchases), as appropriate for qualified clients and retailers, respectively.
  • The schedule unit must be that specified by the Spanish System Operator, as appropriate.
  • The specified power will be the one that applies for the bidding unit.
How do I register a renewable representation unit?

First, if the bid unit doesn't exist yet, you must register it per the following instructions:

  • The bidding unit’s code must end in -REXX or -VDXX, with XX being a counter, for example: 01, 02, 03, etc. The first 3 or 4 digits must be to identify the representative agent’s code.
  • The settlement type must be joint (when seeking settlement with the representative) or individual (when seeking settlement with the represented party). In the case of an individual settlement, each of the representative’s bidding units may only be associated with physical units belonging to the same represented party.
  • The type of unit must be “Agente vendedor RE.”
  • The associated agent must be the representative.
  • The maximum power is not binding since the power of the bidding unit must be the sum of the power of the physical units that are grouped.

Once OMIE has validated the bidding unit’s code, a registration application for a physical unit must be submitted, per the following instructions:

  • The bearer must be the agent represented, or left blank when the party represented is not a market agent.
  • The type of fuel must correspond to the grouped facilities' technology:

               REO - RE Wind Power Market

               RGE – RE Geothermal Market

               RHG - RE Hydraulic Market

               RMR - RE Renewable Thermal Market

               RMT - RE Non-Renewable Thermal Market

               RSF - RE Solar Photovoltaic Market

               RST- RE Solar Thermal Market

  • The schedule unit must be that specified by the Spanish System Operator, as appropriate.
  • The maximum power is automatically calculated by adding the facilities to be registered to the physical unit.

 

How do I modify the power of my purchase unit from an agent who is not represented?

For retail and direct consumer units, an application for modifying a bidding unit must be submitted, indicating the new power requested. The date it goes into effect must be at least the same day.

How do I modify the power of my purchase unit from a representative?

For retail and direct consumer representation units, an application for modifying a physical unit must be submitted, indicating the new power requested. When this change is made, the power of the bidding unit in question will be automatically updated. The date it goes into effect must be at least the same day

How do I make a change of a renewable unit representation?

Depending on the case, the following steps must be taken:

  • Should you want to move a physical unit that already exists, the physical unit in question must be modified by associating it with the new bidding unit and schedule unit. If the physical unit is associated with a bearer, the application must be made once the request for representation has been accepted.
  • If the physical unit is not associated with a bearer, it must be made by representation of non-visible physical units.
  • To begin representing facilities by associating them with physical units that are already in existence, it will suffice to apply for the modification of a physical unit, adding the pertinent facilities.

Portuguese units

How do I register a retail unit?

A bidding unit registration request must be entered with the following indications:

  • The bid unit code must be the same as the programmed unit indicated by the Portuguese System Operator.
  • The type of liquidation must be "Titular".
  • The type of unit must be "Comercializador".

It will not be necessary to enter any additional physical unit registration request.

How do I register a renewable unit?

Market agents must request from OMIE the creation of as many bidding units as generation programming units have requested from the Portuguese system operator. The bidding unit and the programming unit must have the same code and the relationship must be one to one.

To do this, they must enter a request through: Agent data > Units > Bidding units: New.

The form must be filled in with the following details:

  • Bidding unit code: It must be the same as the programming unit code associated with the Portuguese system operator.
  • Bidding unit type: RE tarifa (Repres.)
  • Settlement type: Conjunta
  • Technology ID 1: RE.
  • Technology ID 2: AUR.

The acceptance of the application will be carried out in coordination with the Portuguese system operator for the first available date when the application has been correctly validated in OMIE.

How to register renewable generation units with power greater than or equal to 1MW associated with a bidding unit?

If you already have a bidder unit and want to add installations to it, you must request a physical unit from the Portuguese system operator for each installation.

Once you have the physical unit code, you must insert a request in OMIE through: Agent data > Units > Physical units: New.

The form must be filled in with the following details:

               Unit Code: It must be the same as the physical unit agreed upon by the Portuguese system operator.

               Owner agent: If the owner of the installation is not a market agent, it must be left empty.

               Fuel type: Must be RCU.

               Related UOF/UP: the supply and programming unit to which the installation will be associated.

               Maximum Power (MW): must be equal to that indicated by the Portuguese system operator.

The acceptance of the application will be carried out in coordination with the Portuguese system operator for the first available date when the application has been correctly validated in OMIE.

How to register renewable generation units with power less than 1MW associated with a bidding unit?

Renewable installations of less than 1 MW of power do not require the creation of a physical unit for each installation.

The agent may request a physical aggregation unit for each technology with which it will be able to dispose of the aggregate power of all the facilities associated with a programming unit with power of less than 1MW.

To create a physical aggregation unit, a request must be entered through: Agent data > Units > Physical units: New.

The form must be filled in with the following details:

Unit Code: It is a 7-character code that must be made up of the union of the following prefixes according to the technology of the aggregating unit followed by the representative agent code:

               S-: Solar thermal.

               E-: Wind.

               F-: Solar photovoltaic.

               H-: Mini-hydraulic.

               T-: Non-renewable thermal: Cogeneration and waste.

               R-: Renewable thermal: Biomass and biogas.

For example, for the "OMIE" agent, its physical Portuguese photovoltaic aggregator unit in Portugal for installations of less than 1 MW will have the code "F-OMIE".

Title agent: It can be left empty or it can be the representative agent.

Fuel type: Must be RCU.

Related UOF/UP: the supply and programming unit to which the installation will be associated.

Maximum Power (MW): must be equal to or less than that indicated by the Portuguese system operator. This value is calculated as the sum of the installed power of all the installations that an agent represents of a specific technology with a value of less than 1MW. It may be rounded to the value of 1 decimal place immediately higher.

To register the aggregating units, coordination with the Portuguese system operator will not be required.

How to add renewable generation units with power less than 1MW associated with a bidding unit to an already existing physical aggregating unit?

Agents will be able to increase or decrease the maximum power value of their aggregating physical units by entering a physical unit modification request through: Agent Data > Units > Physical Units: Modify. In this request they must modify the Maximum Power (MW) value to the value they require.

OMIE will validate that the aggregate power request made by the agent is always less than or equal to the maximum power value updated and exchanged between the Portuguese system operator and OMIE for each aggregator unit. This value is calculated as the sum of the installed power of all the installations that an agent represents of a specific technology with a value of less than 1MW. It may be rounded to the value of 1 decimal place immediately higher.
