What is the procedure for registering as an agent?

Participating in OMIE’s markets requires registering as a market agent and having a structure of units. This involves the following steps:

  1. Become a market participant, which needs to be arranged with either the Spanish or the Portuguese market operator, as appropriate.
  2. Apply for registration on OMIE’s public website: ( http://www.omie.es/en/home/agents-information/how-become-agent )
  3. This application will require the agent to submit information that will need to be validated by the different departments at OMIE.
  4. Depending on the type of agent involved, request the necessary structure of units. Once the entire process has been completed, the agent may bid on the market (provided it has applied for a production or bidding unit) as of the date of registration of the production or bidding unit.

What is the relationship between bid unit, schedule unit, physical unit and special system facility?

A schedule unit may be linked to no more than one bid unit (BU). A physical unit (PU) may be linked to no more than one schedule unit (SU). In the case of special system units, a special system facility may be linked to no more than one physical unit (PU), although a PU may be linked to more than one special system facility.

How are modifications made?

All modifications are made through OMIE’s private website, via the menu “Agents Information”. This menu allows creating and modifying physical and production or bidding units. According to the date of their entry into force, these may be classified as follows:

  • Modifications for the 1st day of each month: Scheduling is made for that day of all the changes that affect the association of special system facilities.
  • All other modifications: These are changes made at the level of bid unit, schedule unit and physical unit that do not affect the associated special system facilities (purchase and ordinary system units are the most common ones). Modifications of this nature are scheduled for any working day.
  • Changes in power: Changes of this kind may be received at any time and only need to be accepted by OMIE. They are made by BU or PU depending on the type of unit. An automatic mail message will be received whenever a change of this kind is submitted.

All modifications except change of power are to be made in a coordinated manner with the corresponding system operator.

How many digits can I use to designate bid or physical units?

A maximum of five alphanumeric digits may be used for the agent code. A maximum of seven alphanumeric digits may be used for bid or physical units.

How do I register a retail unit or a qualified client of an unrepresented agent?

An application for the registration of a production or bidding unit is to be posted according to the following indications:

  • The bid unit’s code is to be the same as that of the schedule unit specified by the Spanish or Portuguese System Operator, as appropriate.
  • The type of settlement is to be by holder.
  • The type of unit is to be retailer or qualified client as appropriate. There is no need to include an additional application for the registration of a physical unit.

How do I register a retail unit or a qualified client with representation?

The first step is to apply for the registration of a production or bidding unit according to the following indications:

  • The bid unit’s code is to end in -RMXX in the case of bid units in representation of retailers or -RCXX in the case of bid units in representation of qualified clients, with XX being a counter, for example: 01, 02, 03, etc. The first three digits are to identify the representing agent’s code.
  • The type of settlement is to be joint (when seeking settlement with the representative) or individual (when seeking settlement with the party represented). In the case of an individual settlement, each one of the representative’s production or bidding units may be linked solely to the physical units of the same party represented.
  • The type of unit is to be representative of retailers or representative of direct consumers, as appropriate.
  • The associated agent is to be the representative.
  • The maximum power of the bid unit is to be the sum of the power of the grouped physical units.

Once OMIE has validated the production or bidding unit’s code, an application is to be made for the registration of a physical unit according to the following indications:

  • The physical unit’s code is to be reserved at the EIC office in the corresponding system operator.
  • The holder agent should be the agent represented.
  • The type of fuel should be DCPs (direct consumer purchases) or RCs (retail purchases) as appropriate for qualified clients and retailers, respectively.
  • The schedule unit is to be as specified by the Spanish or Portuguese System Operator, as appropriate.
  • The specified power will be that applicable for the bid unit.

How do I register a special system representation unit?

The first step, if the bid unit dos not exist yet, is to register it according to the following indications:

  • The bid unit’s code is to end in -REXX or -VDXX, with XX being a counter, for example: 01, 02, 03, etc. The first three or four digits are to identify the representing agent’s code.
  • The type of settlement is to be joint (when seeking settlement with the representative) or individual (when seeking settlement with the party represented). In the case of an individual settlement, each one of the representative’s bid units may be linked solely to the physical units of the same party represented.
  • The type of unit is to be “Special System Selling Agent”.
  • The associated agent is to be the representative.
  • The maximum power is not binding, as the power of the bid unit is to be the sum of the power of the grouped physical units.

Once OMIE has validated the production or bidding unit’s code, an application is to be made for the registration of a physical unit according to the following indications:

  • The holder agent should be the agent represented, or left blank when the party represented is not a market agent.
  • The type of fuel should correspond to the technology of the facilities it groups:
    • REO - RE Wind Power Market
    • RGE – RE Geothermal Market
    • RHG - RE Hydro Market
    • RMR - RE Renewable Thermal Market
    • RMT - RE Non-Renewable Thermal Market
    • RSF - RE Solar Photovoltaic Market
    • RST- RE Solar Thermal Market
  • The schedule unit is to be as specified by the Spanish or Portuguese System Operator, as appropriate.
  • The maximum power is calculated automatically by adding the facilities to be registered to the physical unit.

How do I modify the power of my purchase unit of an agent that is not represented?

Retail and direct consumer units require applying for the modification of a bid unit indicating the new power requested. The date of enforcement should be at least that of the current day.

How do I modify the power of my purchase unit of a representative?

Retail and direct consumer representation units require applying for the modification of a physical unit indicating the new power requested. When making this change, the power of the production or bidding unit is question will be automatically updated. The date of enforcement should be at least that of the current day.

How do I change the representative of a special system facility?

Depending on the case, the following steps are to be taken:

  • If the aim is to move a physical unit that already exists, the physical unit in question is to be modified by linking it to the new bid unit and schedule unit. If the physical unit is linked to a holder agent the application is to be made once the request for representation has been accepted.
  • If the physical unit is not linked to a holder agent it is to be made by representation of non-visible physical units.
  • To begin representing facilities linking them to already existing physical units, simply apply for the modification of a physical unit adding the pertinent facilities.

How do I withdraw a bid or physical unit?

If it is due to a change of representative, the previous representative does not need to do anything. Retailers and qualified clients without representation are to apply for the modification of a production or bidding unit by introducing the withdrawal date specified by the Spanish or Portuguese System Operator, as appropriate. The date of withdrawal will be the last day for which the unit wishes to purchase energy.

The withdrawal of all the other representation units will involve a request for modifying physical units by inserting the data of withdrawal specified by the Spanish or Portuguese System Operator, as appropriate. The date of withdrawal will be the last day for which the unit wishes to purchase energy. If the withdrawal of a physical unit entails the withdrawal of a production or bidding unit, this will be performed automatically by the market system operator.

How can I check the status of my application?

On the market system operator’s website, as follows: Agents Information > Applications > Search for Applications – View.

This consultation can be filtered by agent or application number. Tick the box for applications completed to view those applications that have been processed.

In turn, the lower right-hand corner on the main page shows those tasks pending that require some action by the agent.
